Power In - Power Out

A writer from Hyderabad wrote this post on his wall, fed up of frequent power cuts a frustrated Indian is questioning something which can only be answered by the people in power or say govt. officials of certain departments. here is what he has to say,

Saving or Shaving???
Power saving/ cutting/ out what ever,..
if couple of hours of regulated power cut is really saving, why doesn't the same rule apply for the entire city, those areas which are politicians, and few other vip's surrounded?

if the logic of saving is sensible,..
help me understand what are we saving? we end up paying the bills for the usage with ot with out power cuts!
instead of checking the neighbor's house if they have power cut or not, how many call up the fuse call office?
instead produce enough power for uninterrupted supply/ buy from neighboring states or what ever!
reminds me of a story,..
a scientist is been invited to rectify a problem in a manufacturing unit in India some time ago.
the management's concern is to find a solution for the wastage of half produced stock being wasted due to unscheduled power cuts....
the scientist thought a lot, analyzed the whole scenario and asked a question which blew the management's minds,..
he asked,.. why does power cut in India?
any one has a proper answer?
